Nation Building?

I'm sorry if this isn't the right place for this question, but what is nation building? Like what are the general rules and whatnot?

I tend to imagine some of them are like this. Otherwise, the best answer I can figure is have a look at the NationStates forum. Lots of roleplaying diplomacy, military strategy, and internal affairs. I imagine the specific roles are different for each roleplay, though most may have some form of statistics and shared currency to provide limits. You also create a nation rather than an individual character.
