The Imperial Republic's beginnings lie with the end of the Third Human Civil War [2018-2024], more commonly known as the Third World War or World War III. The war, which was largely conventional, though during some rare portions turned nuclear, utterly gutted the planet Earth of its resources and decimated its population several times over. Famine and disease was commonplace during this period, known by historians as the 'Second Dark Age'. During the Second Dark Age, war was frequent, and countries never tended to last long. This near constant fighting only sped up the decline of the planet and its inhabitant species. By the time the Second Dark Age ended, most species that existed prior to the Third Human Civil War had died out.

The scientific community, the few that remained, quickly realized that the Earth was on a collision course with a complete environmental collapse and that this was simply the first stages of the collapse. Seeing as most actions barring leaving the planet entirely would only delay the inevitable for a severely brief period, they decided that it would be best to abandon the planet. Missions such as the colonization of Mars, the Moon, or Venus were on the table even prior to the war. Using this, as well as what other technology they could muster, a group of colonizers were sent out to colonize Earth's moon. It was around this time when the Sovereign Terran Government, a government body comprised of scientists and what few military leaders who sided with them, was formed.

At the time of the mission to the Moon, the first feasible example of terra-forming technology was created. It was deployed on the Moon's surface, with good enough results to continue colonization efforts. By the year 2051, the population of people living on the Moon was just crossing the 25,000 threshold.
