This is literally kind of just a repost from an older interest check. Here goes.
Setting: Dead Earth, what used to be America, What used to be Central US. Post-World War III
-Scarce water
-Desert-like conditions all around
-Sun storms that are usually the wake up call every dawn
-No plant-life
-No wild-life
-(Food does exist in the cities)
Right, so Dead Earth... Previous Earth was destroyed 'cause of the lack of attention given to the ever growing hole in our ozone layer as well as constant warring. The use of atomic bombs when the Third World War erupted only served to speed up the process. Catastrophic greenhouse effect, which is what's happening on Venus, though not quite as severe... Anyways, the temperature, lack of sustainable atmosphere literally pushed every living thing on Earth, which actually are just humans and... Mutants at the moment, into one circle. Literally.
In what had been central USA, around the area where there used to be plains are the rest of mankind and its mutants. One main, walled off city, then its nine sectors, which had been rumored to have served as "watch towers" for whatever human organization previously stationed here in what many believed was a few centuries ago, and living there would be soldiers, a line of defense from… Well, something.
The nine sectors are now nine smaller cities, in a ring around the largest. What kept them alive? Synthesized oxygen, made in a machine that spit clouds of ash and smoke into the sky, while tubes snaking around the bottom and the streets of the cities provide the oxygen every human needed. The main city has a better version of this machine though, not quite having to deal with the fumes and contamination. While the sectors have to deal with both, the latter resulting in said mutations. (I'm not quite sure what the mutants would look like... I might just leave that up to you guys, if I can't think of anything else.)
Anyways, the main city pretty much hates the "out-landers," all of which are identified as "mutts," completely disregarding the fact that they are, in fact, still quite human. So in payment for a steady supply of food, clothing and necessities, the sectors must give up their healthiest adult males, sometimes husbands, a few of their children, mostly around the age of 15, and rarely, their grown women. The mainland sends what the out-landers call "Seekers" to ensure that the "mutts" offered are healthy and kicking. And why does the mainland require their people? For their sick games.
The main city, as aforementioned, have more advanced technology, their city slightly cleaner than the rest, actually paying their people to clean up the streets, while the sectors are not permitted to employ their own and clean their "pig's pen." Though, besides their developing of modes of transportation and whatever they find would suit their tastes, they also make their own mutants... Except, they're designed to maim the mutts streaming in from the out-lands. Made from the very animals thought to have been extinct MANY years ago. The games are held in an arena, not very clean, more like coliseums with bars in front of the crowds to prevent anything from getting out of the ring.
