Welcome to New Houston 2038, a city full of crime, violence, and money. The people of this city live in a state of fear, all 19 million of them. Many cops are on the payroll of criminal syndicates, and while many exist in this city the biggest and most powerful are The Bank Which controls most of the illegally gained money. The Shadow, which is a group of highly trained killers from the far east. Lastly the Argossi family mob which has run new houstons various Drug and human trafficing opperations.
With no hope of the law providing aid many people have taken to the streets to put the law in their own hands their fear of retaliation sparked the surge of masked crime fighters. Men and women with no special powers, only the courage and skill to do something about their cities steady decline into turmoil, but can such a wicked place be saved?
