So I have three mods who I gave permission to invite people and moderate content but the problem is they can't invite anyone. Am I missing something here?

OK. It does look like your settings are correct, but I just wanted to check. 
The two ways I know for inviting people to an HP are:
1) Go into Manage Members on the Roleplay Management menu and click "Invite Member"
2) Hover your mouse over someone's avatar or name, wait for the mini-profile to pop up, and click "Invite" (bottom left of the mini-profile).
Are both of these not working for them? If it's just the first that's not working, are they able to see the Manage Members option at all? (That one may be linked to other, different permissions.)

I get directed to a page that says I have no permission... also I can't seem to invite people outside of the hovering my mouse over their avatar bit.

Which method directs you to the "no permission" page? Are you unable to successfully invite people at all, or can you do it via their avatar?
Access to the Roleplay Management menu is probably only allowed via certain permission settings that are not currently enabled. I would suggest that @Baku try enabling Manage Members for at least the Mod prime role (that's Tamamo-no-Bae) and see if that fixes it. That should also let Tamamo invite from the HP itself as well as via the avatar.
They should all still be able to invite via the avatar though, from what I understand of how the permissions work.

Like I said, I think it's in the permissions settings. I can change it, but I'd rather Baku did it because it's his RP.
