Is there a way I can post a gif(s) off of my phone?

What do you mean post?
In your signature or in a post? Posting a gif is the same as posting any other image, you can use (img)image url(/img) but use square brackets [] instead of the parentheses. As for gifs in signatures, they are disabled site-wide to avoid people having distracting signatures.

The URL is the link in the address bar that allows you to go to a website. Like, for example, www.rpnation.com.
