GENERAL CANON.

the Hunger Games:
are a morbid and brutal competition which took place annually in Panem. Every year, one boy and one girl between the ages of 12 and 18 were selected from each of the twelve districts as tributes, who train for a week and then are sent into an outdoor arena to fight to the death. The event was nationally televised as mandatory viewing for all citizens. The last living tribute is declared the victor and is showered in gifts and lives the rest of their lives in luxury in Victor's Village. The winning district also receives parcels of food from the Capitol for a year.

the 100th Quarter Quell Hunger Games

1. Taking inspiration from the 74th Hunger Games, this year's Quarter Quell will allow two victors as well as one. As such, alliances are strongly recommended.

2. The prize for single victors and a pair of victors differs.
a) single victors, as per their usual compensation, will also be able to choose from a vast array handsome monetary prizes that will be enough to fund their district for a few years.
b) pairs of victors will have a chance to live in the Capitol itself as special "tribute pets" of the Snow Family. Their families will become new citizens and will never go lacking. Their districts will receive small parcels of extra rations and money for as long as the tributes live as Capitol citizens.

3. All volunteer tributes' districts will receive parcels of extra rations for as long as their tribute is playing the Games.

4. Families of the volunteer tributes will be transported to the Capitol (in separate trains) in designated areas to live and be pampered for as long as their relative stays in the Games.

5. Tributes must volunteer within a span of three days before the day of the Reaping. In the case that no one steps forward, Peacekeepers have permission to pick out a family themselves and transport them to the Capitol ahead of time as means to pressure the eligible potential tribute. 6. To avoid other attempts at suicide like back in the 74th, nightlock as well as other such fatally poisonous plants will not be permitted in the Games. At most, these new plants will be painful and paralyzing but not to the point of death.

ALTERNATE UNIVERSE INFO.

The Nightlock Nights
are a series of periodic small-scale revolts that went on for a total of four years, taking place mostly at night all across various districts. This was an inflammatory response to District 12's Katniss Everdeen and Peeta Mellark's double suicide by nightlock berry at the end of the 74th Hunger Games. Districts guilty of participating were Districts 3, 7, 8 and most particularly, 11 and 12. Civil unrest permeated and clashes against Peacekeepers continued on for years bolstered by the news that President Snow had fallen fatally ill during this time. However, thanks to the quick action of President Snow's eldest granddaughter, Agrippina Snow, the threat was almost completely neutralized in half that time. For two years, the Snow Regime cracked down and chased those responsible. Punishment was incredibly harsh and systematic; entire settlements bombed, rations cut by half, rebel organizers and their associates dragged from their homes to face either the whip or execution. Some luckily managed to flee the destruction and the chaos, slipping into other districts unnoticed. Thanks to this debacle, the 75th Quarter Quell as well as the next four Hunger Games never took place as the districts struggled to pick up the broken pieces. The 80th Hunger Games resumed six years later in full force.

twenty years later
Echoes of that turbulent time still persists. Entire areas are still under construction thanks to the meager resources of those guilty districts, and some are beyond repair. Deaths of loved ones still exact their toll on inhabitants and many districts, especially those that had participated in the Nightlock Nights, suffer under the harsher, more cruel rule of Agrippina Snow.

GENERAL CANON.

mockingjays:
are accidental muttations that were created when female mockingbirds mated with male jabberjays. They pick up songs very quickly by imitating the pitch of a human's voice and can relay them back and forth to people or other mockingjays.

tracker jackers
are deadly wasps that were made by the Capitol. Their stings raise lumps the size of plums on their victims, and their venom (engineered to target fear in a victim's brain and alter their memories) causes hallucinations that can drive people to madness. More than a few stings can kill a person; some people die after just one. These mutts will also hunt down anyone who disturbs their nest and attempt to kill them, hence the name tracker jackers. They live in huge hives high up in trees.

mutts
are wolf-like creatures able to balance on their hind legs, jump very high, and had four-inch long razor-sharp claws. They also have a collar marked with the district number of the tribute it was based on, and have eyes that looked remarkably human, suggesting that this feat of genetic egineering was achieved by mixing wolf and human tribute dna.

monkey mutts
are monkey-like mutations that use their claws and their teeth to make deep punctures in their victims' flesh that look harmless, but in reality are deep enough to cause internal bleeding. Their claws come out like switch-blades and they are extremely agile.

lizard mutts
are lizard-human four-legged creatures with sharp talons at the end of each finger. They have tight pale white skin and are the size of humans. They have long reptilian tails, arched backs and heads that jut jaws which enable them to decapitate their victims in one bite. The mutts have the ability to walk on their hind legs as well as on all four in skittering movements.

snake mutts
are mutated snakes of various bright colors, including neon pink, yellow and blue. Each are no longer than a ruler and not much thicker than a pencil. Due to their small size, they are usually referred to as snakelets. They cannot see too well and can hear even less, but are bred to have even more acute sense of smell than that which normal snakes already possesses. Their venom is extremely lethal, but one could recover if an anti-venom was administered quickly enough, though the victim might still suffer side effects and some neurological damage.

rabbit mutts
are rabbit-like creatures bred to have the jaw strength and aggression of a pit bull.

miscellaneous mutts
Golden, fluffy, carnivorous squirrels who attack in packs.
Stinging butterflies who cause severe pain and death.
Candy-pink birds with long, piercing beaks.


The Beast
is an unidentified, mysterious weapon that the Capitol rarely unleashes into the Hunger Games. In the few appearances it has made, it's been reported that it's victims are brutalized so badly that they are unrecognizable. This creature has been described as large and extremely fast.
