A small northern fishing town, Larnwick is built near the base of a large mountain the name of which has long been forgotten. It rests on ansesteral Elven land, taken over long ago by greedy humans who wanted the rare herbs that grew in their fields. In it's past, it was a large, bustling city, but as the natural supply of their plant life diminished, and new, hateful leadership took over, Larnwick faced financial ruin.
The new leadership, a racist man named Welward, lead a witch hunt. He killed every magic user, every non human who opposed him, and put into place a series of laws that turned the town into a hell hole for anyone who wasn't human. Magic was outlawed, disconnecting them from the rest of the world as he preached that it was an unholy source. Non-humans were hunted, used, and seen as lesser beings. Of course, after magic was taken from the world, the fanatics who already lived there believed they were right.
Many people moved to the town afterwards, bringing back some of its populations and stabilizing its economy, and the laws only got tighter. Welward is now seen as a divine entity of sorts, as he predicted that magic would be turned against it's users. It's a pretty crazy place to live.
