Look, I know that many people may not be interested in this, so I'm just putting this out there.
At the beginning of the Avengers Initiative, S.H.I.E.L.D. took the blood and DNA from every member of the Avengers. With some tinkering, they created clones of the Avengers. With more tinkering, they learned that they could change the gender of the clones, and even combine the DNA to make hybrids.
After S.H.I.E.L.D. fell, someone decided that it would be a great idea to suit them up, and dump them into the world. The clones were then left to their pre-learned knowledge about the world, and their own intuition.
End of idea. From there, we can either have them meet the Avengers, or they can found their own group.
