Multiple Settings Looking for 1x1 partners

Looking for partners, preferrably through steam because i'm more active and more likely to respond there, along with the fact that i like making friends and playing games with them on there, if that's fine.
There's only a few rules I ask.
1. If there's romance, it'll only be MxF
2. I'm fine with using multiple characters, and fine with my partner doing the same
3. We can both control the world at will
4. Don't godmode or overpower characters, this includes shooting up bands of soldiers like you're Jesus with a gun, and armor matters...

Right now i'm really REALLY itching for a Fallout RP because i have so many character ideas buzzing, looking for a parter/buddy who I can stick to for a long time, i'm not that strict and I don't ask much other than a bit of activity and the exception of a few rules!
