years after Jumba finished his time on earth, the council made a decree, all planets under their protected by their name or that have representatives, will have a a scientist dedicated to the creation of "experiments". Luckily, earth was included and a scientist by the name of Richard E. Johnson was selected for the role.
The United States Military in particular was in charge of Richard and when it came time for his first assessment, he created a creature that could tear through space and create portals to anywhere through some sort of dimensional rip. The Military of course thought it was great, the council did not...
The council decided this creature was to be destroyed before it could do anything else, but he military had already gotten their hands on another capsule of it. The original was destroyed but the copy was not, it was released again and it went a-wire almost immediately. Richard had his title revoked and earth lost its privileges.
Before this, Richard made 4 more things, completely un-approved by the council, and they still run wild through earth.
