The Second Great ninja war ended two years ago having lasted roughly five years. This great war saw many smaller villages and areas destroyed in its wake and has left many of the greater villages struggling in terms of their economy and wounded pride. Konoha is no exception, the legendary Sanin are war heroes and although no one village claimed victory in the war Konoha suffered no damage within its walls and much of that can be attributed to the efforts of those legendary 3. Though the negotiation skills of the third Hokage are not to be underappreciated.
Unfortunately for those who thought the war was over, there is bad news on the horizon. Many of the smaller villages in each land are in disarray as a result of the damages sustained and thus have begun to rebel leading to many civil war style situations in both the land of Water and Earth. At first, these rebellions seemed to be nothing of importance to the Leaf or the land of fire but in the past year, things have started to head south rather rapidly. Many villages in the Land of Fire have started to show signs of rebellion and many fear an outbreak will occur sooner rather than later seeing that the Land of Wind is already facing such to the east. Many experts claim that a third great war has already started and that with time these small rebellions will spill over borders and reignite the fires of war between the lands and bring about an even more vicious war than before. The Leaf has tightened security this past year and efforts are being made to quickly train new Genin in preparation for the worst, patrols on the border have doubled and most missions at the moment tend to deal with war preparation and or rebellion suppression. Civil war is sparking to life in the Land of Fire, it has not yet flamed but it is only a matter of time.
Officially the third great war has begun but as far as fighting goes many nations are in a state of rebellion and most of the combat is related to this but within the next two years rebellions will lead to wars and those wars to a Great Ninja War. Your goal is to progress to Chunin by the time those two years are up and to take part in the war. For reference, your graduating class is that of Kakashi's, Guy, Rin, and Obito. Hiruzen Saratobi is the Hokage and ninja of this era have lived through land at war and are now under the impression another is coming. Killing an opponent over restraining them is normality and ninja go into battle against other ninjas quite often with their lives on the line.
It is no secret that your characters are being prepaired for the likelihood of another war and will be expected to take lives without remorse very soon.
