On May 8th, 2016, the municipality of Kelmis managed to successfully secede from Belgium. There was no violent revolution; a simple referendum was all it took. The new nation was named Amikejo - Esperanto for "friendship place." What makes this nation different from all other nations isn't the fact that its national language is a constructed auxiliary language; it's the government that makes it unique. Amikejo is a technocracy. All this means is that in Amikejo, the ones who rule aren't elected; they are chosen because they possess the necessary scientific and political knowledge to become the leader.
How this system works is anyone over the age of 30 who wants to run for the position of Supreme Technocrat (leader) may. After everyone who wants to run is confirmed, the politicians take a 100-question long test on various subjects (in the game, this will be determined by dice roll) and the top 100 highest scoring candidates become part of the Parliament, which is called the Technocratic Council. This number will be adjusted for the amount of players that join. After that, these 100 candidates take another test (dice roll) and the top 10 highest scoring candidates become members of the Elite Technocratic Council. Again, these numbers will be adjusted for the amount of players that join. Finally, these 10 candidates take yet another test and the highest scoring candidate becomes the Supreme Technocrat.
From there, political parties will be created. You can found your own political party, join another person's party or just be an independent. This makes it easier to arrange the Council by economic, social, etc. goals. After that, issues will be brought up every turn as to keep everyone active. These issues can deal with the economy, the military, etc. Members can either vote yes, no or abstain. Council member votes count as 1, Elite Council votes count as 2 and Supreme Technocrat votes count as 4. If the majority of the votes are "abstain," then the issue will be put off until 5 turns later. If the majority votes "abstain" again, then the issue will be put off until the Supreme Technocrat decides to discuss it again.
If anyone would like a further explanation of anything, just ask.
