When you look back at the old comics with Jay Garrick in the golden age, and how humble the speeding was, it's like night and day with how fast these characters go now.

How about a couple of these?

Superhuman agility, low grade acid spit, and sharp little claws. Pretty easy to kill and about the size of a person.
