I'd say since Lex is on good terms with the Justice League and has most likely been inside the watchtower at least once, he used that time to plant some eyes there. That and he likely had enough time to see information in the watchtower/justice league headquarters. I don't think there'd be any reason he'd be denied such given his reputation.

Im down perhaps he invented the micro-nuclear bomb they put in mongul. Ten megatons directly to the spinal cord. Also they would meed some really advanced surgical equipment to get through monguls skin. He could work with her in funding and managing the Suicide squad same way Thomas does the League and Dick does the teen titans.
