I think there are about 10 of them left. Also, don't forget that Sanctaphrax is a university on a flying rock. There are elevators going down though.

Should I try an Intimidation roll?

I think the guard is quite confident in his might. You could try fighting, or you could run.

How many feet up is the city from the ground? How much faster would the rope elevator be compared to the steel ome? If I went the steel one, is it based on strength?

It's about 300 feet up. How much faster I don't know yet, depends on if you help the goblins and on the shenanigans of your persuers. Paddling yourself would be based on constitution as you have been running for quite a while, so your stamina is a bit taxed.
 
Ok, cool. I want to cast enhanced ability for con and then jump in one of the steel paddled ones. Is that cool?
 
Using my two actions to hit each fellow once, and I want to use my Second Wind to regain some hit points.

First swing: 18 to hit, 14 damage

Second swing: 18 to hit, 11 damage

Second Wind: +8 hit points
 
Two strikes of non-lethal damage.

The 12 might hit, but the punch is a miss.
Well, you are sort of in luck, what I meant with the man dodging, was that you would have disadvantage, meaning that you had to use the nat 1. The good thing is that you can roll another two dice for the second blow and use the lowest.
