the illusion appears
ITo most, the illusion appeared as they were alone. In alleyways or convenience stores in broad daylight, dressed like anyone else in the city. But what stood out was the full bouquet of flowers she carried. She would ask the girls, "Have you ever wanted just one wish to come true?" If she received a yes, she would ask them to whisper it. Something about the woman compelled the girls, and she collected their secret wishes. In return she would take a flower from her bouquet and give it to them with a smile, saying, "What a lovely wish." Then, she would leave, vanishing into the crowd or behind a corner.
Those given their flowers came to find that sometimes, if they held it within their palms, they would enter dreamworld. Here, they would meet others like them and learn alongside one another. Soon enough they no longer needed the flower to aid their transformation, wielding their abilities and weapons with ease and showmanship. As their wishes came true, their powers grew to fruition and the phantoms slayed became many.
They can enter the dreamworld by simply commanding it. To those in the real world, they appear to simply walk away and disappear. Any tracking devices on the girls become unusable and spit out indecipherable coordinates.
The dreamworld is a near-exact mirror of the real world. The girls came to call it this because of its dream-like qualities: blue skies no matter the weather in their reality, meadows of flowers peeking through concrete, overgrown ivy on well-traversed paths and popular convenience stores.
Any environmental damage upon the dreamworld does not manifest in reality.

Before the murders began to occur, any injuries the phantoms inflicted were superficial. The worst would be a minor bruise or knocking the wind out of you. They live within homes and parks, perched on powerlines above. It was normal to see them floating about, and to hunt them was more sport than survival, because they tended not to attack unless provoked. Nowadays though, they seem to hide in the shadows and lurk just beyond people's vision. They are doing the hunting.
Its largest public school is Wakubetsu East High School; sat in view of the coast and with a student base of nearly 700 kids across all years. There is also a university near the outskirts, the Koyo Secondary School. It's not extremely prestigious but is a good choice for finance and business. Most girls approached by the illusion would have been high school first-years, or be students at one of Wakubetsu's elementary schools.

Wakubetsu is a smaller coastal city in the west of Japan. Its most popular feature is its small beach, so it receives decent tourism in the summer.
