ummm, no. one dragons don't fit... also technology is still available,if anything it's extremely advanced in some places while in others not as much....there's some in-closed areas and safe zones that had kept safe from the wastes, some cities had built up walls too or have domes...mean while other areas are destroyed and run down. a good example is the vampire capitals or some human cities that were closed off from the wastes. meanwhile the ghoul towns are different being often located in destroyed places because they typical like the quiet and zombies don't bother them. demons, reapers, and angels on the other hand are all over the place because the variety. I like your idea though, if anything you can change her background to some more related to the story like it was a run down city and the "dragon" was a big mutant monster or a demon of some sort? and she was like military or somthing? if not change it to a different species and age, because a any of the top three immortal races could have been alive during that time period....
