Who wants to help? Has anyone else done this? Anyway, here's the background: A couple of years ago, I was running a solo Lunar game. The PC's antagonist, known as "the nobleman," had ran and ruined the PC's life from the age of toddler to adulthood. After barely surviving the nobleman's attempt to end the PC's life, the PC exalted as a lunar. The PC dropped off the map and let the nobleman believe he was dead. He received training and tats from the Silver Pact. A few years later, the lunar sets out to free enslaved peoples, beginning with the Djalas. His plan was to establish an independent Djala nation. However, he discovered that his plans crossed the nobleman's as the nobleman had become a major slave trader of djalas. Then an event happened wherein the PC was sidelined for 100 years. Now he's back, but to his astonishment, the nobleman is still around. Unfortunately, the player had to move and our game stopped there. However, the player has recently moved back and has been interested in resuming the story.
Two years ago, I wanted the nobleman to remain an effective and challenging adversary after the PC's exaltation. I wanted him to become some kind of Exalt. However, I did not want him to be a Solar, Lunar, or Sidereal. I was thinking GSP, Abyssal or even a dragonblood who had made some kind of deal with the Yozi to force a terrestrial exaltation. Maybe even make him a godblood with all the godblood abilities, so he'd be as powerful as a low level DB. But none of those seemed to jive with who the nobleman was. Fast forward two years later and the devs announce the creation of exigents and black market exaltations. This sounds like a perfect fit.
The black market exigence is built around the concept of leadership of city-states. The exaltation will favor the abilities: Bureaucracy, Performance, Presence, Socialize, and War. The out-of-caste favored ability will be melee. The nobleman is a renowned fencer. I'll give him the basic abilities all current exalts share plus some anima ability that jives with the leadership vibe (if anyone has any suggestions on this, I would appreciate it). I'm thinking the DB's Ox Body, and a lunar or sidereal's essence pool. I'm not looking to reinvent the wheel; I plan on stealing liberally from the existing exalt types.
The charm structure has me stumped though. I know I want it to be ability based, but other than that, I don't know. Is it going to be Ability + Attribute, or permanent Essence, or Specialty, or Virtue? A little more flavor; when the PC returns to the nobleman's city, he will find that 95% of the people are gleefully enslaved to doing the nobleman's bidding. He has used his Charms to make the people love him and strive their utmost to serve him and his needs. This kind of mind-smurfing sounds like it belongs in the Solar Charm realm, but I don't want him to be that powerful. Most of his power is going to be directed at making the city run effectively and making his serfs want to work themselves near to death to please him. The people adore and almost worship the nobleman (hm, perhaps some do). We don't really need to make the social type Charms. That will all be in the background. It's the final showdown I'm more concerned about. He will only have a few combat Charms and those will be related to swordplay.
