The city of Kyoto, the domain of The Western Yokai faction lead by the Kyuubi known as Yasaka. This place is the neutral territorty in which the Three Great Factions have convened to discuss a certain sensitive matter that threatened the false peace between the warring factions. The leaders of the Three Great Factions as well as Yasaka have all covened in the Kuroshoin in Nijo Castle. A table with chairs much like a cooperate shareholders meeting where installed into the room, Yasaka, Vali Lucifer, Michael, and Azazel were all gathered at the table. Outside the Kuroshoin and all over Kyoto members of ths factions as well as people from other factions and independents were all gathered wanting to see if here shall prove to be the reigniting of an ancient blood feud or the making of true peace.
It was Yasaka who spoke first seemingly giving an overview of the issue. She explained "Governor Azazel you have ths Sekiryuutei under your black wings. Said person is accused of attacking several angels and devils of importance. Every described their attacker as a male with dragon like traits and a red gauntlet. The little footage we have which is of very low quality shows an object very much like the Boosted Gear being used."
Azazel didn't appear shocked at this news and instead had a smirk on his face. He slowly raised a hand and created a small magic circle which summoned a manilla folder to his hand. He placed it on the table and flipped open the top revealing the image of an individual that matches everyone's description and then one of the Current Sekiryuutei, the two were similar but not the same.
"That individual is actually a human formerly of Heaven Faction, he was a human who was experimented on by the Church's sacred gear researcher. They far as too collect residual energy of the Sekiryuutei and to inject it into a Twice Critical. The attempt was likely to create another Boosted Gear, it created something close in appearance at least. Not much is known about his abilities though. But he is not the main problem." Azazel followed up with.
"Wait, how do you know all this?" Vali asked skeptical and it seemed Michael shared his skepticism.
"That's because I have been collecting information on dissenters in each our factions. Rebellious individuals who oppose our current cold period. Those who hawkish individuals who continually call for blood because I am quite sure both your regimes are actually quite tired of war. Especially since the Heavenly Dragon incident that brought our war to this undeclared peace. This peace we enjoy has allowed to enjoy my true passion as you know which is sacred gears. Vali I bet you have had to time to delve into the magic systems of other factions and follow up on your desires to challenge the Dragon Gods. Michael, your fixated on making sure the faith system can function with you at the center of it as a stand in but it needs constant adjustment and improvements." Azazel explained. Everyone found themselves nodding their heads.
Azazel continued. "We now face a common enemy which is whoever is going to ring lead these dissenters who may choose to use them to their advantage. They have no doubt already started to organize and prepare to attack. For all we know they could attack this very day."

A darkness settled in the skies of Kyoto almost like a partial eclipse in which the sky has gotten very noticeably darker. The soldiers of each faction raised their heads on edge as they could sense the bloodlust in the air. Then suddenly it was like all Hell broke loose. The enemy at present seemed to be yokai of the Eastern Yokai faction who are led by the Nurarihyon. But why they were attacking the territory of the Western Yokai Faction and when so many people from other factions were present. Then the thing that even the odds towards the Eastern Faction was the arrival a swarm of dragons that radiated pure evil who began to aid the Eastern Faction's assault.
(We are beginning is a seen of pandemonium from a surprise attack. Just have your characters react. They could flee, join the fight, etc.)
