Caught in a storm
Hyakkaou Academy

Hyakkaou Academy is a private institution founded in japan around 150 years ago. It is a special academy in which only children from rich backgrounds may attend.
Unlike traditional schools there is no necessary education, as this school only judges it's individuals on gambling ability alone. Gambling is governed by a student council.

The student council

The student council controls most of the life at Hyakkaou Academy. They generally function as the school's form of government.
The student council collects optional payments every month as donations. These "donations" will result in a monthly ranking. Students who fail to meet a certain rank are deemed poor at gambling and are punished with "pet status" a special tag will be enforced for the student to wear, resulting in the students losing much of their rights. Students in pet status tend to be bullied, although this seems be an unintended side effect of the system.

Student Council Members can also function as judges to a game of gambling. This allows both parties to have a 3rd unbiased source as a witness and as a medium. If you're concern is cheating this may be an option to you. However if both parties are okay with cheating or both are okay with changing a rule, the student council member has the final say. It's possible to allow cheating on one side although this can ruin the image of the unbiased student council.

Student Council Members are immune to the system for the most part. Although they are still required to gamble. Kyorin does not want those who don't gamble to be on the student council. Only the best will remain.

Student Life

Students live in gender separated dorms of two roommates per room. Students are allowed any and all belongings although contraband items according to risk unassociated with gambling may be deemed unnecessary.

Students receive free lunch which is paid for through donations. Those who fail to pay may have their food revoked. This will be undebatable.
Students are free to roam wherever they wish, even so far as witnessing other's games aslong as they do not interfere.

gambling

There aren't many rules to gambling. Gambling usually consists upon a game agreed upon by all parties with clear rules.
The type of game usually is decided by the challenger although exceptions exist. There are nearly infinite amounts of games and it does not matter as long as it is clear and agreed upon. The risks and rewards must be laid out, although deals during the game may be made so long as they do not take away the rewards during the game.

(A item may be wagered during the game but if a party agrees to give it away anyways they may do so aslong as they still give it away if they lose)
(The item cannot be made to a deal to be given away if more than 2 parties exist, as making a deal with 2 parties would contradict the third party being able to win the reward)
(Two parties may agree to share the item upon either winning it, because this still does not contradict the third parties chance to win that item)

Gambling can involve as many parties as the individuals agree upon. Meaning four way games to eight way games and beyond can exist. (4 way free for all, 3 way free for all, etc)

Team parties are allowed aswell so long as each party still has equal odds (2v2, 3v3, 4v4, etc)
