I'm not personally an artist but I'm am studying marketing and I got two friends who have made a small art team who does commissions.
First of all, you need to have a portfolio, people need to see what they can expect.
Secondly, you need to have a reliable price for drawing. In my country, we usually pay between 15 $ for a black and white sketch to 150 $ for a full size custom picture. Propose different base prices and give contact info for customs.
Finally, It's just a question of popularity, people will want YOU to draw for them because they like you.
