Kay, if you scroll down to the bottom there is a bit where you can add a poll or there is a bar that you can click to com to the poll menu

No, you can add them to existing topics. Just edit it, click on the poll tab and write one up.

I've tried the initial one, the one that lets you edit the title and tags and suchness
