I can't seem to find anywhere to change the resource's title if need be; also, it appears I have no thread tools except adding a poll. Is this normal?

Well, I wanted to change it to include " Now Recruiting" and then when it is done with recruiting, I wanted to take it off, so I was trying to find out how to edit that. Is there no way without a mod?
