Two Thousand Club
The +1, +0, -1 rating system avoids alot of ambiguity, but some remains, particularly in how people use it. What do you do?
 
I only rate +1 if I like it.  If I give something a 0, it needs work, and detail out why I did so, and then usually go back and change that vote if it is edited.
 
My criteria are the same as Jakk's.  Almost verbatim.  Which is kind of frightening, dude, for real.

In all seriousness, I'm going to fall back on the old saw about great minds for this one.

 Just don't get pissed and look too closely at some of the stories. Or the stains, for that matter...
 
I vote my conscience, which brings me to my next point: Vote NO to proposition 23!

If something really catches my imagination and has the right feel in description and system, then its a +1 rating.  If however its good but needs work and a bit of love, then +0.  -1 is held in reserve for the totally broken with alot of work needed.
