Please see the site rules and this post specifically about restrictions for new users.
I see you joined yesterday, but do not see a timestamp as to when. The 24 hours may not have been exceeded, or the system may be catching up to reset your permissions if it's just over 24 hours.
Tomorrow you should be able to start a conversation within the next day. Until then, you can ask the user to PM you and reply to them.
