I am new to nation building and I don't know really how to join because I'm pretty sure they are on their 3rd turn so they are already far in.

Talk to whoever is the creator of that rp, if they accept new players. If the rp is already ongoing, they may not.
There should be interest check thread about it in Looking for Players subforum, usually that's where you sign up if it's still open. You can search for it and check if there is any info on how to join.
