When I first made an account, we were able to make our own forums with five threads which many used for OOC, lore, maps and other things related to the forum. If this not the case anymore? Now that I've returned, I'm not able to find the same platform. Have things changed, or am I not looking in the right place?

You may be thinking of when the site was using IPS forum software. There was an addon that allowed members to create their own Hosted Projects. However, in March of this year we switched back to xF and there is currently no satisfactory addon for that type of system.

Currently it is an entirely manual process that only the site admins may use, and applications for new HPs are currently closed with no estimate date or when they will be opened. They are currently working on setting up existing HPs before creating any new ones.

You are still very welcome to make an RP with multiple threads in the non-Hosted Projects sections! There are separarate subforums just for those extra threads (OOC, Characters, Extra) under each setting forum.
