Haslanti Fire Grenades & Firedust Grenades

The stats for these are actually quite different for a similar effect.  I'm just trying to figure out why so I can make sense of the damned things:


Haslanti fire grenades are at -2 accuracy, 3L damage with a range of 10 yards if thrown yet 60 yards if dropped from an air ship or glider, whereas firedust grenades deal 9L damage with no accuracy modifier and a range of 10 yards.  


Now, the way I see this is that the Haslanti fire grenades are desinged to spread a blanket of flame over a compound and number of troops, whereas firedust grenades explode on contact against a single individual.


Would this be sound reasoning behind the two similar items?


Any other thoughts would also be handy, cheers.

I don't think Haslanti fire grenades even really explode at all.  They seem to just be firepots.  Ceramic "bombs" filled with flammable contents.  More like the difference between a Molotov cocktail (fun, likely to attract local authorities) and a pipe bomb (harder to make, not as much fun, and will attract Federal attention).
