We're 4th generation Spartans and its a limit of just weapons that suit your character (I.e, no rocket launcher, energy sword combo)

Wait. Spartan IV's do go by their first and last name due to them being adults and soldiers prior to being Spartans, and their true identity doesn't need to be hidden from them. So if our characters are IV's, they would have last names. Petty comment to make, but it's true.
