Gotham City. It's like someone built a nightmare out of metal and stone. Most notoriously known as the home of the Caped Crusader himself, Batman. Yet within the darkest shadows lurks beings other then our beloved Dark Knight. Gotham also finds itself home to villainous entities who crave destruction, anti-heroes with a corrupted vision of the world, civilians who made the decision of picking up a mask and taking upon an identity of both their past and future, and beings with capabilities beyond their current responsibilities (or vice versa, of course). Some call it home, some call it hell. Some say it depends on which side of the line you stand on.
But remember, that line is not always very clear.
It varies on your perspective.
So what do you see?
Let’s not have an overwhelming amount of OC’s. You can have up to three characters (four depending on who else you have). I made a list of some cannon characters which would be great to have, but do not think you are limited to my suggestions:

Basic personality: Deathstroke is an extremely calm and composed individual, remaining an enigma to both enemies and allies alike throughout the series. As a result, not much is known of his true personality by anyone, although the comparison has been made on multiple occasions by multiple people that he and Robin share similar traits, such as an intense dislike to lose and are fiercely dedicated and, borderline obsessive in accomplishing their goals.
The epitome of an evil mastermind, Slade is clever and calculating, never coming into view unless he has the complete advantage, and flees the moment that advantage is compromised. A master manipulator, he prefers to bait others into traps rather than directly confront them himself, and uses his robotic minions to their fullest extent, as they're often seen fighting in his stead. Throughout the first two seasons, for reasons which are not entirely clear, he is shown tirelessly working on recruiting new apprentices. Using his intelligence and charisma, he exploits their weaknesses and fears, and is not above blackmailing them into submission.
Slade has admited to feeling no remorse for any of his crimes, saying "it's what I do best" when Robin tells him that everything that he's ever done has only made people suffer.
General History: Slade Wilson ran away from home and lied about his age determined to join the army. He soon showed talents far superior to that of any other soldier and was promoted again and again until his outstanding reputation landed him under the wing of Adeline Kane, an instructor, whom he later began a romantic relationship with and eventually married. Soon after the birth of his first son, Grant Wilson, Slade volunteered himself for a medical experiment under the army that was said to be a defense against Truth Serum (later revealed to be a test to create super-soldiers).
Slade's body reacted violently to the experiment and he remained bedridden through the birth of his second son Joseph Wilson. Only later would Slade discover that the experiment had worked and actually enhanced his senses and reflexes beyond that of any ordinary man. With his duties in the army limited to that of desk work, Slade dedicated himself to professional hunting in order to fill the void he felt within himself as a fighter. However this life too was put on hold, when Wintergreen, a lifelong friend, was sent on a suicide mission and was captured. When his superiors refused to help, Slade was forced to do the impossible; he put together a costume and went on an unauthorized solo mission to save his friend. In the end he saved Wintergreen, but was discharged from the army for disobeying orders. Slade decided this was for the best. Fed up with the army and its code of blind loyalty, Slade created the costumed persona of Deathstroke the Terminator, the greatest mercenary the world would ever know by using the knowledge he had acquired from his military training and under the tutelage of master martial artist Natas.

Basic personality: Athletic, agile and dangerously unpredictable in a fight, Harley Quinn is a formidable opponent in her own right. She is willing to do anything in order to further the Clown Prince of Crime's goals—no matter the cost to anyone else or even herself. Her energetic, affable and animated personality is enough to make almost anyone drop their guard—a mistake that could easily cost them their life. Deranged and psychotic, Harley Quinn is the poster girl for chaos' terrifying allure.
General History: Born Harleen Quinzel, Harley's mother is somewhat harsh , but she is also a forgiving lady, who constantly calls Harley evil and compares her to other heroes. Harley's younger brother is a dead beat with children from at least two different women and, he still lives in his mothers house. Harley apparently sent him several large sums of money to get his life on track, but he squandered it. Harley's father is a criminal con-man, known for swindling women out of their money with his charm. Harley states that the main reason she became a psychiatrist was so she could understand why her father did what he did to their family.
The story starts off with Dr. Harleen Quinzel working as an intern in Arkham Asylum. She discovered the Joker and quickly became fascinated with his insane motives. She voluntarily asked for a chance to analyze him. During one of their sessions the Joker tells her about his tragic past and how his father abused him. She gained sympathy for him and quickly fell in love. She helped the Joker escape dressed up as the Harley Quinn. So, started her career as the Joker's sidekick.
Later, Harley finds out that everything the Joker had told her was most likely a lie or scam. He was deliberately telling her what she wanted to hear to endear himself to her. This is something that Joker does to Harley all throughout their relationship. She knows this and continually tries to leave him but like an abused spouse, she just keeps forgiving him and runs back into his arms all the time. Of course Harley gets her license revoked when her superior Joan Leland finds out she is the one who released the Joker.
Eventually Harley got caught by Batman and she is put in a cell at Arkham - she is able to escape time and time again. One time she was able to escape Arkham when an earthquake hit, and she soon rejoined up with the Joker and helped him in his crimes. Later, in another retelling of her origin it is explained that she was a psychology student working part time as a stripper to pay her bills. Ever since the beginning of her relationship with the Joker, Harley has played a very submissive role. She has often been used and abused by the Joker to the point where her life has been threatened on several occasions. Yet she remains faithful to her man and stands by him when things go wrong. Their relationship is quite strange, as the Joker rarely shows any affection towards her when Harley Quinn is deeply in love with him.

Appearance:
Basic personality: Intelligent, calculating, driven, determined, and competitive, Paradox is a fearsome opponent. Many underestimate her abilities due to her relatively slender and small stature, yet that usually is the last mistake they will ever make. She is as ruthless as she is intellectual, but not without inner compassion. Her thick layers of "the loner syndrome" are greatly numbered and seemingly endless (it takes a very special and skilled person to look past them. So far, nobody has). Despite her current position, you will find that she is in an internal struggle for clarification on good and evil, justice and vengeance. Because of her strong will and mentioned determination, once she has her eyes set on a goal (or a target), her sights shall never depart until it has been vanquished. Be prepared to encounter her clever and quick wit, as her mind is as swift as her feet.
General History: (I am choosing to not provide a background check just yet, as to maintain a sense of darkened past. Intriguing history is very important, you know. But she is currently a mercenary, I thought I should clear that up)
