Geography of the Crownlands:

The crownlands are based around Blackwater Bay, with the capital of Kings Landing built where the Blackwater Rush meets the bay. Kings Landing, the largest city in Westeros, contains the Great Sept of Baelor and the Red Keep. Settlements north of Kings Landing include Duskendale, the regions secondary port and near Duskendale are the ruins of the Hollard castle. The crownlands are bordered to the northwest and west by the Riverlands. South of Kings Landing is the Kingswood, the royal hunting forest and the Stormlands. The Kingsroad connects Kings Landing with Storm’s End to the south and the crossroads to the north, while the capital is connected to Lannisport by the goldroad and to Highgarden by the roseroad. The Rosby road runs from Kings Landing toward Duskendale, and the Duskendale road heads north to Maidenpool in the Riverlands.

Kings Landing is surrounded by a wall manned by the City Watch, also known as the gold cloaks. There are seven huge gates built at the entrances into Kings Landing, each is protected by portcullis, heavy doors and armed guard. Of which, there is the dragon gate, which leads north to the kingsroad, the River Gate, that leads south to the kingsroad and the roseroad and the Lion gate which leads west to the Goldroad. The city covers three tall hills, named after Aegon and his two sisters, Visenya and Rhaenys. On Aegon’s high hill, is the Red Keep, the royal castle located in the south-eastern corner of the city which overlooks the bay directly, whilst Visenya’s Hill to the west is crowned by the marble- walled Great Sept of Baelor and its seven crystal towers. The Hill of Rhaenys in the north is capped by the collapsed ruins of the Dragonpit dome, its bronze doors shut for a century and a half since the last dragon died.

Poor smallfolk reside in the slums of Flea Bottom, a maze of narrow streets and alleys. The richest residents live on the other side of the Hill of Rhaenys from Flea Bottom.

Yes, you can have characters that are not on the small council and yes, to an extent, anyone can have a role on the small council. I would suggest however that your character on the small council will have to own some lands and not just be a commoner, if that makes sense. On top of that, once a space on the small council has been taken you can no longer apply for it.
