Floating sub-bar?

It used to be that when I scrolled down, the floating bar and the "sub bar" for whatever section I was in would both appear. Now it's just the main bar. Is there a way to make the "sub bar" come back, or give us the option of hovering over the current section on the main bar and still getting the submenu? As it is, if I'm in the forums (for example) and want to go to Watched Forums (which I do all the time), I have to scroll all the way up again.

The sub bar was removed because users complained that the bar was too large.

Ah. Oh well, I've got my little scroll-y arrows in the corner, they'll get me where I want to go.
