Pokemon Leagues: A Refresher
The Pokemon Leagues govern their individual regions (though Kanto and Johto are governed together) and are, in theory, a meritocracy. Challengers may 'win' positions within the league in either a political or military capacity. The Champion and Elite Four are in ultimate command of both the political and military branch. The political segment then is led by 108 seats that pass laws down to the Gym Leaders, who coordinate local law enforcement and military exercises.
Each region’s leagues share information and have treaties of cooperation and generally keep similar chains of command.
Sinnoh League
Sinnoh's pokemon league operates out of a centuries-old cathedral originally constructed by the Church of Arceus. While an entirely secular organization, the League allows devout pilgrims who can make the dangerous trek through Victory Road to visit the famed structure.
Giovanni's Syndicates
After Don Giovanni's 'final' disappearance several years before the start of Flashpoint, the naive thought he was vanquished for good. Of course, they were wrong. The mob boss had taken notice of criminal activities in other regions and had begun forming alliances, bringing the least desirable elements of the world into his portfolio. Most of the 'villainous teams' (as the media liked to call them) still operate with their old themes and goals, but now all pay some sort of tribute and obedience to Don Giovanni, boss of the Rockets .Don Giovanni is believed to be the ultimate head of the Family operations and activities. His whereabouts and status are well-kept secrets. Beneath him is an Underboss that assists him with giving orders and coordinating with their Caporegimes and Soldiers. Finally, there are countless Associates that are on the Family payroll, if not in active operations.
Team Galactic
Branded religious nuts, Arceus-crazed extremists, and general lunatics, Team Galactic was originally founded by Cyrus, a man who believed that humanity had ruined the perfect universe Arceus had created. His goal was to use the pokemon of Space and Time, Dialga and Palkia, to reset the universe and allow Arceus to rebuild it. After his defeat and the arrest of several of his lieutenants, Don Giovanni's leadership filled the power vacuum. Still filled with highly motivated individuals of dubious sanity, their zeal and persistence is vital to some of Giovanni's operations.
Law Enforcement
Handled on a town by town basis, the Law reports to the Gym Leader and the Seats of the League. Their duties obviously generally include keeping the peace, and they keep a handful of specialized armaments in stock at the armory in case of rampaging pokemon or violent humans.
Indigo Vigilantes
Terrorists or heroes depending on who you ask, the Indigo Family operates outside of the law. Little is known about their hierarchy or identities, but its known that they are willing to do nearly anything for the greater good of the people. Experts maintain that they must have a large amount of capital to conduct their missions against the Syndicate and donate to nonprofit organizations like they do.
