Thousands of years ago, the regions of the world were joined in one great super-continent called Ransei. As civilization developed and clans expanded, conflict naturally arose. Eventually, one warlord named Nobunaga would bring his rule over the whole continent.
Nobunaga's clan held the reins of Ransei for many generations, until a betrayal within the clan crippled Ransei and destabilized the political system. Nobunaga's clan fell into disgrace, retreating to their ancient homeland of Dragnar. Conflict of armed and political natures arose once again, and threatened to send Ransei back hundreds of years of progress. Thus, the legendary guardian Pokemon of Ransei met and decided to tear the continent apart to save it. The continents were separated and rearranged into the configuration we are familiar with today.
In the countless years since, conflict has arisen in every region now and again, but only recently have the regions begun interacting with each other on a truly global level. Fearing the danger of a foreign invader, the individual cities, from Accumula to Veridian, chose to rally under the banner of the most powerful individuals of their region. These individuals, without question, were the members of the Pokemon Leagues. The Elite Four groups and their Champions quickly realized they could not oversee an entire nation by themselves, and thus elected a number of Seats to carry out the bulk of the administrative work. While the individual members of the League were replaced fairly frequently -normally by political pressure or by Right of Challenge - the Elite Four survived challenge after challenge to become inspiring paragons of order and aptitude. The Pokemon Leagues converted their eight gyms to fully military organizations, able to defend their designated towns and nearby routes and villages while still serving as proving grounds for prospective league members and adventurous trainers.
The Leagues generally held a favorable opinion among their constituents. They provided entertainment, safety, and comfort to the people. Each league followed the tradition of funding eight gyms in the region’s largest cities, and prospective pokemon trainers were encouraged to travel and travel the path of pokemon knowledge and development as a trainer, even at the expense of education and alternative professions. Those few that collected all eight badges and made their way through victory road were extended an invitation to join the League,
Just as there have always been laws about what weapons one can carry, the Leagues set guidelines to make sure things didn't get out of hand. They set regulations for battle wagers, pokemon treatment, and fair competition.
On the Law and the Armed Forces
Law enforcement is managed on the municipal level, though all towns report to their Leagues. There is at least a nominal police presence in most towns, but they have been overburdened, with many officers being drafted and many others being bribed by Giovanni's syndicate.
The Leagues’ armed forces were essentially decommissioned in the years since the last wars, but their armaments (rifles, armor, etc) were stockpiled at the League headquarters of each region. This has made manufactured weaponry difficult to distribute to all forces, and so many rely especially heavily on their pokemon and wits.
On Firearms:
Weapons have not developed the same way they have in our world. After domestication of pokemon occurred, pokemon combat would quickly outstrip conventional melee weapons. Even if you're skilled enough to beat a Scyther in a sword fight, it doesn't make sense to risk your own neck when you could have a Scyther of your own meet the challenge.. However, weapons still developed as a last resort in situations where the deployment of pokemon might be impractical (ie, close-quarters, underwater, etc). Eventually, gunpowder was developed, bringing the advantage of range and speed in lethal combat applications. If a combatant merely shot their foe before they unleashed their pokemon they would save themselves quite the headache.
Guns, however, were not nearly as effective against pokemon as they are on humans, being essentially useless against ghost, rock, and steel types - and with sufficiently powerful species of other types being resilient enough to shrug off such weapons as well.

~350 mya. Mew population decreases, earliest pokemon show. Humans show in Ransei.
~300 mya. Ur-Genesect and Kabuto both show in fossil record.
~100 mya. Aerodactyl, Lileep, Cranidos, Shield, Tirtouga, Archen widespread.
-10,000. Ice Age ends, Stone Age Begins.
-2300. Magikarp undergoes dramatic mutation. Physically weaker but reproduces faster.
-1500. First human migration - from Ransei to Kalos.
-1000. Relic Items Created. Kalos war.
Year 0. Regi Golems are sealed and denounced as false gods.
500. Writing develops. Farfetch’d are threatened due to over-hunting.
900. Second Migration - Ransei to Johto.
1100. Frontier rush. Settlers migrate from Johto to all corners of the continent.
1300. Bell and Brass Towers built.
1500. Spiritomb imprisoned. Cianwood Pharmacy founded.
1550. Pokemon Conquest occurs.
1600. Drought of Azalea ended by Slowpoke. Toxic TM invented.
1700. Parfum Palace constructed.
1800. Village Bridge constructed.
1850. Brass tower burns.
1850. First official League Competitions.
1900. Nacrene’s industrial boom. Klink appear in Chargestone cave.
