After the recent Holy Grail Wars, the Clock Tower Mage's Association and the Holy Church came upon the agreement: the Grail Wars bring nothing but disaster. A treaty was formed, denoting that each organization would contribute mages to the cause of casting a powerful spell that holds the Grail at bay by making it dependent on the magic of the Magus. However, a rogue mage ceased contributing magic to the Grail, causing it to reawaken and begin choosing Masters for a new War.
Powerful magic flows from the hands of these mages. The Grail is dependent on them to have a successful start to this new War. Mages are required to contribute massive amounts of their own magical energy to summon a Servant, thus the possibility of creating a new class is viable.
The Church blames the Clock Tower for this turn of events, stating the Association is to blame for the rogue mage and the reawakening. The Church feels the treaty was broken. They will not sanction another War. The Clock Tower denies all involvement. Who's to say where the true agenda lies? In this War, outcomes are unpredictable.
