Well you can make your own, AKA: Dealer's Hooded Coat (+15 Speech), as long as it's not too OP (Unless we're at the endgame), i don't care

Also when Rping, it's generally a good idea to use @ followed by the Username of people who you are talking to, for example if i type: @minismurf , he'd tagged and he'd see the message, it just makes things easier

Can we use the perks we have that influence dialogue to talk to NPC's?

Of course. I have Impartial Mediation which gives me bonus speech. I can convince people of really any morale to see my way of thinking. Not to mention Its also one of my three boosted attributes.
