My idea is for a plot is that in a fictional world, an authoritarian state categorizes it's citizens into loyals, reformables, unreformables and undesirables. Loyals are usually party members who are privileged. Reformables are citizens who tend to fall out of line or are marginally disloyal including some non-violent criminals. Unreformables are usually violent criminals, terrorists and violent dissidents and are usually imprisoned or executed. Then there are the undesirables who are generally exiled to an archipelago of islands far off the coast of the nation. The undesirables tend to be largely intelligent dissidents and free-spirited people who constantly question the party or ignore social conventions. To many, exile means more freedom compared to the mainland. But the party still sees use in the undesirables, having them produce many products for the mainland often thought to be foreign products, especially consumer electronics, special foods and textiles for the loyals. Secretly, the undesirables are the powerhouse of innovation and technology in the nation and in return, they are spared from repression and prison. The undesirables are however not allowed to leave the archipelago and the party says the archipelago is large enough that they shouldn't need to feel the desire to leave.
The archipelago is a group of 25 islands connected by bridges. The closest island to mainland is nearly 1000 km away from it. The total land area of the archipelago is around 45,000 km² with the largest island being around 8,000 km² and the smallest around 70 km². There are about 300,000 undesirables living in the archipelago with the largest city having around 60,000 people.
The authoritarian nation the archipelago belongs to is around 10 million square kilometers in size (about the size of Canada) and has a population of around 110 million.
Technology: While the mainland is about 2020s level of technology, the archipelago is decades ahead with cybernetics and hologram displays and stuff. Outside of the archipelago only loyals enjoy a lot of the technology the archipelago has.
Rules: No super pretty or super rich characters. Please play relatively normal characters. Normal characters have flaws and arent perfect.
If you intend to be a savant in one area, your character will have to suck in many other areas.
