I control all npc characters, unless you purchase them from me. So yes, if you have enough fame points, you can purchase Celty Sturluson and win the Dullahan Hunt that way...but it's a lot of fame points. These characters will show up, whenever I feel like it, and cause some mayhem, make requests of your characters, etc. How your characters react to them is up to you.
