The Synopsis: The Material Plane is at war. A terrifying figure calling himself Emperor Balvino has emerged and begun a ruthless campaign of planar conquest. He has not limited himself to the merely material planes though. Elysium has had its fields burnt and salted. Mount Celestia has been perverted into a center of imperial bureaucracy. The Abyss lies in perpetual siege as the Planer Empire holds back the Demon hordes. The Nine Hells have been taken and turned into a vast prison for those deemed destabilizing elements to Emperor Balvino's vision. The Gods are growing weak. Every plane Balvino claims has its faiths shattered, its clerics slaughtered as the Emperor establishes himself as the only God of the Planar Empire.
The Characters: You are each a prsioner in the Nine Hells, confined their for rebellion, sedition, heresy or any of various other crimes that earns you a sentencing to here. The Devils and fiends of this plane have had their fun with you. The Magisters tried to break you with their magics and mind games. You have been labelled unsalvageable by the Judge Magisters for your resistance. Perhaps because your god still whispers to you in your dreams and delerium to give you hope. Some of you are just stubborn and refuse to relent to the ultimate tyrant. More still simply want to save their homes.
The Game: You are each selected seemingly for your irredeemable tendencies to be permanently exiled beyond the Planar Empire. Emperor Balvino has elected to use you and many more for one of his pet projects. You find yourselves bound for Primus, a far and forgotten plane the Emperor has decided to make his dumping group for malcontents even Hell cannot force to submit. You must build a settlement and cope with this new world and its untold mysteries. The Emperor has been so merciful as to even grant you a warrant of settlement and pardon of worship. He cares not what you do for you can never return to your old homes. Any conjurer or soul with some arcane knowledge knows that Primus is supposed to be just a legend. A mythical place so deep in the Planar Cosmology that nothing can reach or leave it with ease. You choose to accept this, a chance at escape to a new life away from the iron grip of Balvino, his faith and the Planer Empire. You leave prisoners, but what will you become here?
The Mechanics: I'm using Dungeons & Dragons 5th Edition to run this game for monsters and most mechanics. However, because I also am making this a kingdom-building game I am using a hyrbid setup. I am incorporating the Pathfinder Kingdom Building Rules:

I do this to give the players something to build, something to expand and grow. To make it yours while you try to cope with this new unknown world. I have thrown the Planes into an odd situation but it also means those of you who play religious characters will find your links more personal now. The various god sets are viable because all D&D planes in this are Planer Empire occupied now.
Restrictions: All Good and Neutral Alignments are allowed. My only real restriction is on those wishing to play Evil Alignments. I will only allow Lawful Evil for those wanting to play evil since they can function in a society more. We're going to assume the Neutral Evil and Chaotic Evil sorts might get dumped here eventually in future colonist infusions but more so to pose challenges to the players as the rulers of the settlement.
Ambition: My intent is to run this game and see it play through to whatever conclusion the players end up guiding it towards. I admittedly have various plot points and lines to toss at you. Your handling of this will influence events. With the designed influx of NPC colonists, I've also created a means to keep the game populated should we lose a player due to any of various circumstances.
