- The Knights of Gotham- Similar to Bat-Man Incorporated and the Robins, they are a fighting force created by Bat-Man to protect Gotham. Most are Gotham born and be training for years, but that can not be said for all.
- Arkham / Blackgate prisoners - Recently freed, they decided to take over Gotham, though not all of are on the same page since their is no real leader.
- Villains - Supporting the Jester, villains headed to Gotham to help Jester do what no other villain had ever done.
- Heroes - hearing about the news, the JLA sent heroes to help apprehend the criminals
- GCPD - Now overwhelmed with calls and emergencies, they must do whatever it takes to stop the waves of criminal activity
- Spiral agents - Under new leadership, Richard Grayson, Spiral sent its best agents to cease the violence.
- League of Assassins - Now lead by Jason Todd, the are allied with Bat-Man and will help stop the chaos, but remember, killing is in their vocabulary.
