I have been looking through the Dragon-Blooded Manual of Exalted Power, but have been unable to find a Charm that could induce a rage that perhaps causes the user to gain health levels or cause more damage in return for temporary loss of sanity... is there such a Charm?

No? The closest you're going to find is Unflagging Vengeance Meditation, which is more a charm for choosing one vendetta, and pursuing it without pause until your foe is dead in the dirt, or you are...and giving you an edge in such a confrontation.
