Alexandra can't restrain people with energy beams, and steel handcuffs sounds like a stupid way to contain a living lightning bolt.

But she's like the only PRT there aside from Menlo, so...zipties?

Well, legless prisoners sounds like they won't be going anywhere, so that's an option.

Douglas could put a psychic shield around her but depending on how I want to write that that would either require wither standing inside the shield with her and suffering the shock or standing around waiting for PRT to come and likely getting arrested ir interrogated as well.
 
I had a crazy superpower idea.

Basically, it lets the parahuman do anything perfectly on first try. Like piloting a fighter jet, using an artillery device, or crafting a tinker device. Afterwards, the shard's magic stops working and their skill falls to the "normal" level they would have. This applies to anything, including playing chess, speaking French, deciphering an ancient language, socking someone in the jaw, or trying to think of a good escape plan, etc.

Now the problem with that is: how specific is it.

For example: say someone is piloting a fighter jet. After they pilot it once they are no longer perfect at it. However, a clever loophole abuser (who likes overpowered characters) might say that said power only applies to that specific fighter jet model and as such will abuse this by having every fighter jet they ever pilot be a different model of jet.
 
As soon as Menlo made their guns float and start shooting at Surge, her jaw dropped. So…amazing! Her mind started wondering. She was lost in thought, thinking about how wonderful it would be to have a show about Doctor Menlo being so awesome.

She looked up at the sky, completely ignoring the fight, day-dreaming about the coolness of the possible fight scenes in said show.
I'm not entirely sure but I think this is bad villain procedure. But what do I know. I'm a hero. I'm bad at it but I am.
