Cozy Mode?

So, there is an RPNation Layout that I really like and enjoy... And the best way to explain it is a form of Cozy Mode? Though, I haven't been able to find any setting to make the website appear like this all the time... So, it's kind of a random occurrence... 


What I'm wanting to know is if anyone is having this issue and if there is any way I can get the website to appear like the following image permanently rather than the typical blue and white layout.

Go to the bottom of the site and switch your theme !
