There is no limit on number of cookies you can give as far as I know.

And everyone has different ideas on what to give cookies for, there are no set rules either. You give one whenever you feel like you want to give one.
There are also hearts you can give and most people consider it slightly higher value than cookies although it's also individual, so you shouldn't worry too much about that. And some subforums have their own icons like creativity has a special Creative icon you can give if you want.
