What does the collab menu actually do? From what I saw in the example (and yes, I read the tutorial), it just creates a quick link. Is that all it is? The title is VERY strongly implying that it allows for on site collaborative posts and from what I have seen, that is HIGHLY inaccurate.

It basically just creates a quick link, yes.  Probably it's in reference to collaborative workings (this software wasn't actually intended for RP, it just happens to suit what we wanted), allowing all collaborators in an area to use it (as opposed to the Manage Forums option, for example, which only people with the right permissions can use).
