I know we have been secretive, and just recently had to rebuild, but now we want the public to know our intentions clearly and trust us fully. I know we have gotten many critisms in the past for our process, but the facts don't lie. We are helping the public and we hope to receive even more support on our open house this Thursday!"

In the city of Lithium a company rest in the center. Know as TEST. With 4 core principles

Why is it needed alot ask, and that is a good question.
It's not called the city of Lithium for nothing. A small amount of people [around 5%] are 'charged'. Giving them extraordinary powers.
TEST is the leading field in the study of these human Marvel's, there HQ is in the center of Lithium. A large glass building that host hundreds of test subjects and scientist. It goes 30 stories up and 44 stories down. The stories above the ground handle paper work and accounting, the first 20 basement levels are for scientists and low threat charged. The next 20 are for containment of special cases and medium level threats and the last 4 are used for the most dangerous of the bunch, And special cases.
Lithium itself is a metropolitan city made out of steel and glass for the most part. With the outer rim being a rural desert, where hillbillies and rednecks live. It is also where many charged on the run live.
The plot itself will be a plot driven one with basic sandbox elements.
