What you're looking at is La Ciel and La Terre. The two planets drew so close that they were visible to each other. By the time they stopped, the two had almost collided. As if frozen in time, Ciel Las is motionless now, moving as Terra Las. There were myths that the two planets loved each other, but couldn't be together, or they would hurt those around them.

This is, of course, just a way of explaining the phenomenon. It's a myth.

It isn't even the most interesting part of this. The two planets have their own gravity, meaning one seems upside down to the other. At high altitudes, people are even visible, from either side. The only way the two from each planet can interact, is by using an elevator, which straps in the user and adapts to the gravity change.

La Ciel, however, requires that La Terre doesn't interact with her people, unless for political purposes.

The two planets will never bond, separated, but so close.

I like the idea for the world, but how exactly will the characters interact with it? Will it be slice-of-life, adventure, or something else? As long as it isn't slice-of-life though, I'll be interested.
