Chromatic Aberration on Text

So this screenshot here is taken from the wonderful webcomic Fisheye Placebo, drawn by yuumei:

Basically I really want to do an effect like this on a character name as part of a cs, with the chromatic aberration (that red and green effect you see on the edges of the letters), the blur, the disjointed rectangles – all that stuff. I've tried doing chromatic aberration in gimp, but it doesn't work with black text. Is there anybody who can help me do this? If you can please pm me or talk to me here, and thank you so much ;-;

Hey, swim! I know of a photo editing site that can do something like that, but I honestly am not sure how well it'll work.

Hey, hey! I got tagged! I decided to try and play around a couple of free programs to try to get close to the effect of chromatic aberration. Not sure if this would help, but I juggled iPiccy and beFunky to get this effect:

@mayhem TR4NQU1L17Y oh hey that looks really cool, but to be honest I'm going for something pretty close to the original picture. Thank you so much for helping me out though, i rly appreciate it c: maybe is there any way that can be done a bit more zoomed out with white edges?

I think it was one of the effects I used that had the vignette feature attached to it? I know for some you can adjust it but with others, you're kind of stuck with it. There's also multiple zoom options in iPiccy that you can also play around with to suit your needs. But, yeah! Pretty much juggle between beFunky and iPiccy for awhile to see if you can get the effect you want. I wanted to at least see it's possible to go this route rather than battle GIMP.
