I do think it's something worth thinking about, if only to define what exactly the boundaries for harming other people are. It forms a nice mutual basis for conflict if that ends up occurring, and allows for a level of fairness just in case someone busts out the insta-kills and no one else really feels they want that in the roleplay.
The vibe that I get overall (though I could be wrong) shifts closer to usages that are more mundane, seeing as magic is more flavor for already-existing principles of modernity than it is something straight out of Avatar, so I hadn't really considered any of the insta-kill possibilities at all; I think as long as we stick more towards things that feel "ordinary," everything should feel okay.
Even so, I do think that this worth talking about for the sake of establishing conflict etiquette early on, regardless of whether said conflict is between players, or whether there's an NPC component involved (since insta-killing important plot characters can be just as lame and disruptive as doing the same to another player).

Also Avari would it be okay to have the Green Mill (Joe's bar) somewhere between Docklands and Downtown. I figure they're the areas most of the action is going to take place in and every good story needs a bar right in the middle!
